Hmm... you target a link into the iframe but the login screen ends up loading in the "_top" context? Something is definitely wrong, there. Tomcat can't control where the page is rendered, so you must have something in your pages that puts the login page into the top of the frameset. If the login page displays correctly (within the iframe) but the following page does not, then check that page. I have a similar setup in a reporting screen (iframe within a regular page) that works as expected (iframe displays login, after login, iframe displays desired content, outer frame never changes).
