Use: ./configure --with-apxs=/opt/apache-2.2.11/usr/local/apache2/bin/apxs and forget about the other options. "--with-apache" tries to build a static module and likely you don't want that (I didn't try for a long time). Your path looks *very* strange. Note that you can't simply move some Apache httpd build from one directory to another and expect it to work. If someone build your httpd for /usr/local, in general you can't simply install it into /opt/apache-2.2.11/usr/local. A couple of files will need to be adopted to the new path.
