Missing logging.properties means no logging is configured.

\conf\Catalina\localhost\manager.xml contains the following line:
<Context docBase="${catalina.home}/server/webapps/manager"
Note, that it is ${catalina.home}, not ${catalina.base}.
Thus I see no need to modify that.
