I'm not entirely sure, but I don't believe a standard Tomcat environment
expects to have Tomcat itself reloaded. If you were to wrap an embedded
wrapper (actually, TC is embedded) around Tomcat, you could expose some
way for JConsole to dump and re-start Tomcat.

But you'd have to do that entirely on your own.

See the other thread from this week titled "Any tools to detect tomcat
services failure, and start it again automatically?" for some other
possibilities that don't involve JMX.
