(Apologies for the top-post, but these are general comments) I don't know anything about Tomcat's clustering, but I do know that Tomcat 7 has had a few releases since 7.0.2. 7.0.5 was just recently tagged and might be released next week. You should re-test with the latest released version, or even go up to 7.0.5: you'll get better feedback from those who actually work with the clustering code.
