If apxs is your path, are the include directory and the ap_*.h headers nearby, as in if apxs is at [foo]/apache2/bin/axpx are the include files at [foo]/apache2/include ? I prefer to build Apache myself, so I always point my configure script at the apxs I've built in whatever I'm running.
