Hey Francois,

think there is no real reason to choose jdk15to18 over jdk18on, what 
we're doing is replacing the bouncycastle version bundled in WSS4J, 
probably just an oversight that this never got updated. I'll get these 
replaced.

So why not providing bcprov-jdk18on-, bcutil-jdk18on- and  bcpkix-jdk18on- 
instead of bcprov-jdk15to18-, bcutil-jdk15to18- and bcpkix-jdk15to18- in the 
lib folder ?
