What are you trying to do to the HTTPS connections that can be done in ATS? Are you trying to cache the contents of the connections? Is this transparent forward proxy or explicit forward proxy? As far as I know there is no turn key solution to this problem. What is generally done is either to not proxy HTTPS connections (if transparent, simply don't TPROXY port 443) or use connect_ports for explicit proxy (in which case ATS will proxy by blind tunnel, just copy bytes through).
