Worst case (which is common) is 1 root entry plus 1 entry for every target 
fragment size chunk in each alternate (rounded up).

I will note that there is a very preliminary write up in the ATS docs on how 
the cache works, in the architecture section. That is where I put things I have 
learned about the cache.
