i´ve seen this too. for instance on hybrid encoding, if you mount a page to /foo, /foo/bar/ will bring this error, while /foo/bar/baz wont, because it means bar=baz in parameters.
i think you cannot do anything against someone playing with urls from outside. unfortunately, i also see some instances of this with urls, i don´t think were generated by guessing:
URL fragment has unmatched key/value pair: resources/org.apache.wicket.markup.html.WicketEventReference/wicket-event
