Hi I got the same problem after migrating from 1.8rc2 to 1.8 The problem was that i missed one file to import in the new XAR (In the Xwiki space, a sheet if i remember good). What i would suggest is to follow the instructions on the upgrade xwiki page to know wich file you must not select when importing.
