Please check the connection URL, too. The default one contains encoding settings, too: <property name="connection.url">jdbc:mysql://localhost/xwiki?useServerPrepStmts=false&useUnicode=true&characterEncoding=UTF-8&sessionVariables=sql_mode=''</property> What exactly is the behavior? Do characters end up as two or three characters? Are they replaced by question marks after a while?
