What database are you using? Have you followed http://platform.xwiki.org/xwiki/bin/view/AdminGuide/Installation#HInstallandconfigureaRelationalDatabase ? Did you "Create a user with all privileges on that xwiki database"? See http://platform.xwiki.org/xwiki/bin/view/AdminGuide/InstallationMySQL for an example.
