*Description:*

The Program Manager (PM) designs, plans, and coordinates work teams.
Provides technical support to project team members. Handles complex
application features and technical designs. Designs and implements the
components required for complex application features. Generally manages a
group of applications systems analysts. Relies on experience and judgment
to plan and accomplish goals. Usually reports to a senior manager.
The COOP COG Project Manager researches and analyzes the supported mission
/ business systems and applications within the State of Iowa.  In
collaboration with process owners, leaders and business managers the COOP
COG Project Manager determines the RTO and RPO for critical processes
supporting agency essential functions.  The COOP COG Project Manager will
develop a systems recovery matrix that will allow State of Iowa Directors,
managers and staff a clear understanding of which mission critical systems
must be brought back online in the case of a disaster or system outage.
 Relies on experience and judgment to plan and accomplish goals. Will
report to the CISO, ISO Manager, and Iowa Homeland Security contact.

*Results to be achieved:*

•    Improve risk management criteria for prioritization and restoration of
critical services.
•    Facilitate meetings with users and business owners to determine needs
and risks as they relate to COOP/COG.
•    Coordinate with State of Iowa Agencies to update application
inventories to be stored in LDRPS.
•    Map application interdependencies between and among State of Iowa
Agencies.
•    Prepare and present recommendations to agency and State of Iowa
Executives.
•    Assist in LDRPS architecture, design, support, and reporting as
requested.

*Skills Required:*

Demonstrable expertise in Disaster Recovery/Business Continuity Planning &
Testing techniques, technologies, and methods for risk & impact analysis
Demonstrable knowledge of IT infrastructure (networks, servers, high
availability configurations, databases, etc.)
Experience assisting with the preparation of infrastructure recovery
prioritization and procedures
Demonstrable project management skills – ability to assess current state,
define desired state, create actionable plans to achieve desired state
The ability to report on progress and on recognize risks
Superior human relations skills (soft skills) to effectively collaborate
with all levels of State of Iowa Agency staff.
Superior vendor management skills.
Superior oral and written communication skills.
