PROJECT/SYSTEM OVERVIEW The State Department of Education (SDE) Information Technology in conjunction with the Bureau of Educator Standards and Certification is seeking an individual with the necessary skills, qualifications, education and experience for assignment as a Software Engineer. The incumbent will play a major role in development efforts in creating a New Educator Preparation Advisory Council (EPAC) System as well as contributing coding expertise to other application system development and deployment. The New EPAC application will have statistical reports about individuals who have participated in a higher education program. These reports will be helpful to different stakeholders, such as parents, the general public and districts. As so this application will be available to the general public unless if during development if it is discovered that sensitive data is being displayed then more security will be introduced. The New EPAC application may serve as a source for also collecting surveys from Employers who have hired the Teachers who have graduated from this program. Some items and features may be added or deducted as the system is developed and the needs of the Bureau of Educator Standards and Certification are discovered. 3. Description The Software Engineer position involves all aspects of product development including designing, estimating, coding, and testing. The ideal candidate will have strong abilities to design and build features as part of an agile team, working on a large project. The Developer also serves as an information source to the project team. We are looking for someone with a high level of proficiency in the required skills section listed below, as well as the ability to work efficiently in a team environment. 4. SCOPE OF WORK The Agency seeks a Software Engineer to build a brand new application. Required Skills/Experience • At least 3 years’ experience with .NET and C# or VB. • At least 4 years’ experience with .NET WCF Technology. • At least 4 years of HTML experience. • Deep Knowledge of SQL Server including creation of procedures and function, performance tuning, profiler, and CLR. • Strong Experience working in an N-Tier environment. • Strong Experience with .NET MVC 4 & 5 • Experience with Entity Framework, or similar ORM’s. • Experience with Unit Tests. • Experience working in an Agile Development process, preferably SCRUM. • JavaScript / jQuery. • Strong understanding of development patterns. • Understanding of Service Oriented Architecture (SOA). • Experience with SQL Server Reporting Services (SSRS). • UML Modeling experience. • Understanding of Business Process Management and Workflow. • Extensive experience using Visual Studio, preferable 2012-2013. • Extensive experience using Team Foundation Server (TFS).
