*10+ Months* *Rate: $65/Hr* Job Description: The candidate must have the following abilities in order to fill this position: · Work collaboratively with a team designated by the federal government agency to identify task priorities and provide a breakdown of responsibilities, deliverables, and timeline. · Provide guidance for strategic and annual planning including identification of dependencies and overlaps and gaps and priorities of projects. · Analyze, identify, breakdown, refine and capture the existing requirements, high-level features list, and user stories to prioritize the execution of the functional and technical requirements. · Continue to update the high-level architecture and migration and provide monthly updates no later than (NLT) the last business day of each month. Continue to update the architecture roadmap including the end state and evolving states to be achieved as part of the high level architecture. · Continue to update the Migration Plan. · Provide architecture oversight, analysis, prototypes and evaluation for all aspects necessary to deliver the TM NG system, including the identification and consideration of the following items: · Review and Approvals (Acquisition, Enterprise Architecture Governance Board (EAGB), End User, Legal) · Service Oriented Architecture (SOA) and Services Framework · Commercially available Off-The-Shelf (COTS) Analysis · Business Process and Work Flow · Storage Needs · Infrastructure Architecture · Federal Mandates and Directives (i.e. OMB, Section 508, Security, Privacy) · User Interface Planning (Design Services) · Software Development and Testing · Hardware Needs for Production, Development and Testing · Service Level Agreements for Availability and Performance · Tools and Licensing Needs for Production, Development and Testing · Disaster Recovery · Consistency across Development/installations and other Enterprise Initiatives · Configuration Management (CM) · Monitoring, Metrics and Operations Support · Helpdesk Training · Security · Provide review, recommendations, EAGB presentations, and guidance to the team including the Chief Technology Officer for all design, development, test, and production deployment based on the architecture. Research, identify and document solutions for the next generation systems that address current production issues. · Support Executive Briefings and provide an overview of architecture and strategy when requested. This shall include recommendation and justification of Architecture and Strategy, solutions to current system issues and any recommended alternative approaches and justification. · Review and update Architecture Standards and Guidelines as needed for strategy changes. · Perform deep dive on all systems under development for delivery of the and identify and document project level/system/service level System Design Documentation (SDD) issues/discrepancies/gaps, dependencies, design and code issues, impacts, deviations from architecture standards and risks associated with architecture, design, and development projects on existing USTPO and external vendors systems. Provide recommended solutions, mitigation strategies and assistance to the teams as necessary. · Review designs and solutions for development including project level/system/service level SDD review and adherence to as well as for the current production systems enhancements to facilitate the migration and/or integration to the next generation systems. · Review and investigate current production issues to ensure that the issues are not carried over to the next generation. Provide solutions where they would exist or if they hinder next generation initiatives. · Provide weekly status as well as notification of any issues or slips in schedule. The weekly status shall provide details on the activities completed in the previous period, hours burned, activities planned for upcoming week, slips and impacts to schedule, and meetings attended. · Participate in reviews with steering committees and senior managers and attend all additional meetings. · Follow, and ensure all architecture efforts follow federal government agency processes, procedures, policy, and standards including the System Development Life Cycle (SDLC), and that documentation is in accordance with Section 508 requirements. · Work collaboratively with federal government agency CM personnel to comply with their needs. All source code, documentation, configuration files, build management and version control will be migrated to the CM repository tools to ensure compliance. Skills: The Lead Architect shall have a minimum of 10+ years of experience in architecture and design of large, complex systems.
