*Job Description:*

Oregon State Treasury (OST) is seeking a database administrator/analyst to
act as the agency’s primary data resource while we recruit a long-term
candidate for the position.The Oregon State Treasury fulfills the functions
of commercial and investment banks for State agencies and local
governments.  Treasury seeks to provide the highest value to taxpayers by
protecting public funds and earning strong investment returns – and by
being an efficient, transparent, and accountable organization.The person in
this position will review existing documentation, databases, and related
activities to gain an understanding of the current database environment.
They will use this understanding to provide database administration support
to production operations and ongoing projects.This position will also
provide data analysis services to create data models, dictionaries, catalog
data interfaces, and provide related information to aid in decision-making
for production support and project direction.



*Sample related tasks include:*

•Work with stakeholders to ensure data integrity, accessibility and
security of Treasury data.

•Resolve database-related issues in production and development environments.

•Plan and implement measures to ensure database capacity and performance to
ensure service delivery expectations are met.

•Design, install, configure, support and optimize databases and associated
environments.

•Review current processes and update as needed to ensure reliable database
backup and recovery.

•Create and maintain documentation of database configurations and monitor
other technical staff as needed to assure adherence to policies.

•Advise application development staff and other stakeholders on
database-related matters.

•Participate in the resolution of critical and complex data-related design
and implementation issues across projects.

•Review and modify or develop scripts for routine administrative function
to eliminate manual intervention.

•Implement new database software, modifications, patches and full scale
upgrades in an optimal manner without adverse effects on current production
and development activities.

•Conduct and document data analysis to identify data source,
transformation, and destination.  Create data models, dictionaries, and
other representations to aid in decision-making.

•Recommend improvements in data-related standards and practices.  Aid in
the implementation of recommended improvements.



Treasury’s database platform is Microsoft SQL Server in a Windows
environment.Applications are written in C#.Net and Powerbuilder.This
position will work alongside application developers, network and other
technical staff to ensure the reliable operation of OST financial services,
conduct data analysis activities, and complete projects.  The position may
also work directly with business users, software or other vendors, and
other stakeholders as needed.

*Job Title:* Project Manager II

*Duration:* 6 months

*Location:* Salem , Oregon

*Rate:*  $60/Hr c2c all inclusive



*Job Description:*

 The ITS section is responsible for the development and maintenance of the
OED’s technology infrastructure.  The infrastructure includes:analysis,
design, and programming for systems residing on an MVS mainframe in a COBOL
environment; a complex suite of web services and development utilizing
Internet/Intranet environments; Interactive Voice Response systems; and
imaging systems. The database technology is primarily Oracle.

Project Manager II projects, performs business and systems analysis and
carries out planning for an array of application development, strategic
planning and infrastructure initiatives. 5 years of PM experience with
large, complex, multi-dimensional projects is required. A clear and concise
resume relevant to the 5 year experience must be submitted. Key person with
more than 10 years experience in related field will have preference.

This position will make decisions regarding project scope, project
feasibility, project timelines, project staffing, outsourcing, software
development, design and technical service delivery, and system architecture.



*Duties include:*

 scope and resource planning; activity definition, sequencing, and duration
estimating; developing and managing project budgets; team development;
managing schedules and time lines; reporting progress; reporting status of
deliverables; and coordination and oversight of all project resources
including ITS staff, agency customers and contract personnel.



*The following is a list of Project Manager responsibilities:*

*Project Management:*

•Provides leadership for large, complex, enterprise-wide information
technology projects in support of the OED. These projects can involve
multiple state agencies and can involve the management of large contracts
with external service providers.

•Defines, manages and controls all identified project management tasks.

•Identifies and manages agency business requirements to the satisfaction of
clients.

•Project communications; coordination with the project sponsor;
coordination with other project managers and coordinators to ensure that
project resources are effectively and efficiently used; and, full
responsibility for scope management, change control, issues logs, testing,
risk identification and management, quality assurance, and verification and
validation of new system

•Develop project artifacts as per PMBOK standards and as defined by the PMO
Manager including work objects and a weekly status report.

•Analyzes, plans, and organizes projects and priorities while managing
multiple tasks;  displays strong customer service skills; provides and
recommends solutions.

•Develops and maintains effective working relations with other departments,
divisions, and personnel with whom work must be coordinated or interfaced.

•Maintains knowledge of state-of-the-art technologies and innovations
through training, professional journals and publications, contact with
other Information Systems and Project Management professionals, and
self-initiated study. Attends training and other developmental activities.
Reviews technical journals and relevant literature to stay current with
technology and trends. Reports technology advancement and trends to section
manager and staff and recommends ways to utilize appropriate technologies
to maximize future organizational benefits. Interfaces with other state
agencies and external organizations in order to maintain current knowledge
of emerging technologies.
