The DTI states it wrote to all traders known to it with the requisite information, conversion charts etc. Trading Standards departments tried to get the same information to all their local traders (but with about 1,250,000 businesses and less than 2000 Trading Standards Officers this is a bit difficult). Also local publicity was given (but we were accused of lying because the Daily Mail said the opposite of what we said). Mr Thorburn had at least 4 previous visits and was fully aware of the consequences of his actions and of the probability of his machines being seized.
