In the Province of Quebec it is common practice when writing French to use
the comma as the decimal marker and to place the dollar sign after the
numerical value. At least that is the practice of le Gouvernement du
Qubec and l'Universit du Qubec. It is 21 years since I left Quebec, so
I don't know how widespread these practices are. Also I don't know if M$
is commonly used for megadollars.
