I agree. You would not write 20.24dollars; nor would you write
20.24gigajoules. You need the space to show that the number and the unit are
quite separate entities. From this it follows that 20.24 $/GJ (with a space)
should be preferred.
I suppose that putting the $ symbol before numbers has a place in preventing
the fraudulent addition of numerals on cheques and in contracts. The use of
the $ sign before numbers could be restricted to these uses.
