I would guess that it's almost certainly untrue. The assertion sounds like
the old "many studies have shown ..." or "statistics show ..." assertions.
The speaker or writer, if challenged, is unable to cite a single study or
any statistics at all.

The letter writer must be a George "Dubya" Bush supporter. Bush is, of
course, one of the world's leading non-believers when it comes to global
warming (and arsenic in the drinking water, and so on).
