The FCC required that the new systems locate calls within 100 meters
two-thirds of the time, and within 300 meters 95 percent of the time. More
than a dozen companies say they have systems that meet those standards. But
the carriers claim mixed results in large-scale tests and AT&T, for one,
cited its less-than-satisfactory experience in asking the FCC to waive the
rules.
