If I (the sheriff) had surprised him without warning, I'd feel pretty bad
about it.

If the greengrocer had been given warning after warning after warning, and
been cut slack time and time again, and still wouldn't follow the law, and
had the backing of a whole crowd of people who were using him for their own
agendas, I probably would sleep a bit better.
