I think we all have to come to a realisation that NASA is a big
organisation.  You will find departments that are pro-metric and departments
that are anti-metric.  Just as you will find individuals all under the NASA
umbrella you can be either on one side or the other.

Those persons who are either anti-metric or metric illiterate will go out of
their way to use FFU.  If data is in metric and the particular person
writing the report claims not to understand metric and further claims nobody
else in his/her target American audience does neither, will convert
everything to FFU.  Convincing them to do otherwise is like talking to a
brick wall.

Some who would like to use metric, but are told by anti-metric or metric
illiterate department heads, are trapped in the FFU grip.  These are the
ones that look forward to our letters asking them to use metric.  They may
go to their bosses telling them the people are writing wanting metric.
Depending on the head, they may be able to persuade them, and again, maybe
not.

The only thing that will solve the problem is for an edict to come from the
top down that NASA must use metric exclusively and that means in the form of
reports to the public.
