Actual barrels are able to hold 200 L.  These barrels are 208 L in capacity,
but that is to the rim.  When filled to 200 L, the limit is about 2 cm down
from the top.  Thus, a barrel can be made equal to 200 L.  But, when a
barrel is not an actual device, and is just a unit of measure, such as a
ships capacity (e.g. to hold oil), then either the litre can replace this
description or the cubic metre.

The 40 % is in industrial goods, such as machine tools, automobiles, soda
pop, etc.  Others on this list have pointed out numerous items sold in the
American market and the list is available on the USMA website of metric
products.  Much is hidden to the public, but it is still there.  Plus, of
the numerous imports, all or most are metric.
