We say (pronounce) the time in a numer of ways: "a quarter to ten", "half past twelve", "nine forty-five" and so on. Yet, we have no difficulty in documenting it as 09:45,12:30, 09:45 etc. Therefore, the documentation of the date in a rational, standard manner need not give rise to problems in stating the date in a conversational mode.
