What does "this" refer to?

If you're referring to the information in the PTB document, it's supposed to
be DIN. What else would it be?

The SI standard does not, itself, dictate the names of the units in the
various languages, just the universal symbols for them. The Deutsche
Institut f�r Normung, as the German national standards body, must deal with
the names.

Perhaps you should get yourself a copy of DIN 1301.
