?  Well...  I'm not sure I understand your remark, either...  I was aware that Duncan 
posed me a question.  However, it seemed to me based on the nature of the question 
that he probably was considering that military people would be so-called "experts" in 
'foreign affairs'.  I evidently rejected that notion since the military are rather 
experts in *"war affairs" and matters of national security*!

But, to render my response more complete I'd call and consider professional diplomats 
acceptable 'experts' to deal with foreign affairs.  These individuals are trained to 
deal with such issues.
