I don't know why you refer to the speed of light in free space as
variable.
True, scientists wonder if it differed by as much as several percent in
the times just after "the big bang", but that was some 15 000 000 000
years ago (give or take!). The drift rate, if there is one, is of no
concern in the practical matter of standards. For that matter, that same
question is applied by cosmologists to mass, I seem to recall hearing.
We must consider the possibility that it too has "changed" as the
universe expanded and cooled off.
