Thanks. I was just in the middle of typing a reply to your original
post. I merely was trying to express the point that the regulations are
only in one direction.

You will get into legal trouble if a pack contains a lot less than
indicated. But nobody cares if it contains more. That is what I meant by
limit rather than target.
