Pat, I believe it is more correct to say:

"SI Prefixes may be applied to any SI Unit to generate smaller (submultiples)
or larger (multiples) of any particular SI Unit."

With this one exception, I agree with all your other statements.

This is the basis of my above statement on prefixes to form multiples.
