If you were to change your message encoding
from "US ASCII" to Western European ISO, you'd be able to correctly transmit
Québecois (only the first e has an acute accent, by the way).
As the ASCII encoding uses only 7 bits,
accents aren't possible (too small a symbol set). Nor, for example is the
British pound sign -- £.
With Western European ISO, you can even type
the euro -- €.
