Since July 1996, it has been provided by airports and the National Weather
Service in Celsius.

Try putting a South Carolina airport (or any other) into the National
Weather Service website:
http://weather.noaa.gov/weather/metar.shtml

You can get a list of South Carolina airport codes at:

When I checked at 2004/03/09 12:56 UTC, the weather for Columbia Metro
airport was reported as:

T00391017

The T0039 means 3.9 degrees Celsius.
