Today India celebrates Baisakhi - the Festival of Spring, rejoice &
abundance.
I have persued with my calendar reform proposals since 1970's and came up
with several options, this unique work is to tie LEAP WEEK using 'sidereal
days and Tropical Year' for a possible World Calendar for civil use.

Sidereal Year can be made use of, if ONE sidereal day is sacrificed once
every 70-years or so. This, I expect FIXES the precession of equinoxes,
which is 1-degree around similar period.
This approach give a mean year =7*[(52+2/7)+31/896] =366.2421875 sidereal
days (ds).
