It is NOT 'if or when BUT, HOW shall be the point' to ponder?
Money spent in conversion of ROAD signs, could better be invested in TEACHING the young minds (or the lady at home/schools/office environments), if sincerity of purpose is the question?
If America desires it can DO IT - perhaps overnight!
