I think industry would fight against standard sizes.  They want the ability to 
down size and keep the cost the same.  

There could be a compromise by requiring products to be only labeled to 0.1 
litres, for example.  Thus in this example, the size would have to be filled to 
3.8 L and 3.7 L respectively.  

I do believe though, if we got rid of the non-metric on the labels, and all 
that was left were silly metric numbers, industry might see it as awkward and 
voluntarily move to rounded sizes or at least semi-rounded sizes.  

I've been in food factories and seen the filling machines and the fill amounts 
were always metric.  These paint cans may already be filled to a rounded metric 
amount, only labeled incorrectly.

Yet another reason for finally getting approval for voluntary metric-only 
labelling (via the FPLA). Rational metric sizes almost never get corrupted in 
this way and a shift to metric-only labels would almost certainly eventually 
result in rational metric sizes.
