Nice idea.  Maryland has the same special license plate registrations too.  
Perhaps someone could compile a list of url addresses of  states to make it 
easier to get more info.

  I know that my state of Washington (and many others) allow a non-profit to 
apply for special license plates with a portion of the proceeds going to 
benefit the organization. Here is the link for Washington licensing bureau that

   Since you have to be a 501(c)(3) organization to apply, I was thinking the 
USMA might be a good candidate. Is there sufficient interest at the USMA to 
pursue this for all states that allow special license plates?
