Bill, NIST Handbook 130 is separated into clickable sections, so choosing to examine the UPLR section only should take much less than a looooong time.
At my rural home, I have only dial-up access to the Internet, very slow, at the best of times only a few tens of kilobits per second. DSL is not available because of low population density. However at my office on the UI Campus, access speed is 100 000 kilobits per second (yes, 100 megabits per second) I go there when I anticipate long downloads.
