I received the following reply to my email to Dr. Francis Fennell who
was on the NMAP committee and will be on the TV program.

I acknowledge the importance of measurement and also of the
international system of measurement. Measurement is one of the most
predominant uses of the Critical Foundations noted in the National
Math Panel's report. My hope would be that through active use of
the mathematics being learned - when measuring, students would
acquire the level of metric knowledge you suggest.
Thanks for your comments. I am a long-term supporter of metric
measurement.
His rather vague idea of how metric would enter the curriculum, plus
his claim to be a metric suipporter, led me to make a brief rebuttal
(as follows):
I replied:
I hope as a long time supporter of metric measures you will continue
use your influence to further the use of metric in the US. I do feel
that it would be helpful if the NMAP report had promoted the
learning of metric explicitly rather than hope that it would happen
naturally when measurement is taught and used.
