Same as PIN number, I agree. I think people say those things because the sounds "VIN" and "PIN" aren't immediately recognized as referring to numbers.

But, I don't hear people saying "square acres," do you?

Another harmless redundancy is "VIN Number" as in "Vehicle Identification Number Number."

"Square hectare" is much more objectionable. I share Jim's opinion on this one, and would recommend "(any number of) hectares in the form of a square."
