Two points:
Firstly, it was a 1-Jan-2010 requirement, not 2011 requirement. Secondly, the metric-only requirement has not been officially dropped yet, the changes are still winding their way through the EU bureaucracy, though there is enough consensus for anyone to plan on "no-change" regarding planning for 1-Jan-2010.
