The explanation I referred to is the one on the page, below the rectangle, 
starting with the heading "Teaching Measurement". I am not sure what to 
properly call it. I originally wrote "The reasons offer no reasons", then 
decided that sounded strange and changed it.

If the schools teach measurement in such a way that people think in metric, 
which is what I proposed, this will strengthen grass-roots efforts. In one of 
my classes, there was someone (besides me) who said he could do SI 
blindfolded but didn't know how many ounces are in a pound, or something like 
that. When half the class is like that, when high-school graduates learning 
to drive pester the gas station attendants asking how many liters they just 
filled the tank with, then you'll see things happen.
