The explanation I referred to is the one on the page, below the rectangle, starting with the heading "Teaching Measurement". I am not sure what to properly call it. In one of my classes, there was someone (besides me) who said he could do SI blindfolded but didn't know how many ounces are in a pound, or something like that. When half the class is like that, when high-school graduates learning to drive pester the gas station attendants asking how many liters they just filled the tank with, then you'll see things happen.
