Ontario, Canada, has also just recently implemented a law on the same lines - 1 m clearance between your car and a cyclist. It came in for some criticism when cyclists are trying to negotiate roads where the road is already reduced in width due to snow build-up, and a 1 m gap puts the car into the oncoming traffic.
