I want to make sure that you see some other comments that were provided by John Steele. Those are copied below.

I largely agree with the recommendations made by Jim Frysinger; however, a few 
additional points.

He noted it on page 15, but throughout the document beginning on page 7, there 
are many occurences of spelling variation metre/meter, litre/liter, etc.  As 
Saint Lucia is a Commonwealth member, I would assume you want British spelling 
throughout.  The differences which affect the SI are:
US: meter, liter, deka, metric ton
UK: metre, litre, deca, tonne
(in the Glossary, "metric tonne" is redundant, use tonne or metric ton)
Choose one and be consistent.  I recommend searching for occurances of the 
"offending" spelling.

Page 9: I recommend the graphic be titled Metric Prefixes.  The stairstep 
analogy is fine but it will be better to use correct terminology in the title.  
Note if you choose British spelling that deka should be deca.

Page 14: The proper SI symbol for minute is min.  Jim's note has a typo on this 
point.

[For the life of me, I cannot find that error in my comments; my copy of what I sent gives min as the symbol for minute. Perhaps it did not transmit well or perhaps I'm missing something. But, it's worth checking. -- Jim]

When you compare to the gallon or quart, I don't know whether Saint Lucia uses 
the US or Imperial gallon.  The liter/litre is the same for everybody. 61 L is 
about 16 US gallons, but about 13.4 Imp. gallons.
1 qt = 0.946 L (or 1 L = 1.06 qt) is correct for the US fluid quart.  For the 
Imperial quart 1 Imp. qt = 1.14 L, approximately.
