John P. Holdren is the Director of the Office of Science and Technology Policy (OSTP) in the White House.
There are tens of staff members working in several Divisions within the OSTP. I would not be surprised to learn that the Metric Petition went through the OSTP before it was passed on to NIST. If you would like your appeal for implementation of SI to go higher up the ladder than NIST write to John P. Holdren. His response would more accurately be "from the White House" to We The People!
