The problem is that there is no firmware when you first plug it :)
It relies on the FX3 boot rom to download the code into USB and this
USB boot mode only supports USB 2.0.
Now there is a I2C eeprom connected and the boot mode is set to look
for a boot image in I2C first. But that I2C eeprom is way too small to
store the full USRP firmware, but in theory you could write a custom
USB3 bootloader that allows you to download code in USB3 mode and then
modify UHD appropriately for this new loading method.
