No you are correct. I finally resolved the issue. USB drivers for vivado in 
Ubuntu 18 where not installing but now it's up and working.

Jeff,

no, you shouldn't have to do anything special. That's exactly what that 
micro-USB connector is there for. Maybe a permissions thing? Does Vivado just 
not find the ILA, or not even the FPGA?
