I get the error E: Unable to locate package python3-numpy-dbg
I don't know if someone is updating/correcting information on
this kb page (why pulling NumPy debugging symbols?).
The App Notes tend to be "snapshot in time"--clearly some of them need to be revised from time to time.

You can find the necessary dependencies for UHD 4.2 for Ubuntu in [1].
