Ah, indeed.  That's why I qualified my previous answer with "if there hasn't been a GPSDO unit fitted".

You could check the GPS antenna to make sure it's getting GPS signal, but the GPSDOs that are used in those units normally
  provide 1PPS and 10MHz regardless of the state of GPS lock.

You should use the official customer support channels to see if you can get an RMA issued for this unit:
