Just make the necessary additions/changes to /etc/make.conf.  For
instance, on my firewall, I have the following set in /etc/make.conf:

WITHOUT_X11=yes

Because I don't have any of the X packages on the system, nor do I want
them installed.  FreeBSD has a manpage for make.conf if you want much
more detailed information.
